Charms

Bug Fixes βοΈ
- Frost: Soldier tooltips at 7+ Frost correctly say magic damage instead of true damage.
- Veigar: Damage is correctly highlighted in blue instead of gold.
- Artifactinate and Shivinate no longer transform the temporary items granted by Item Ladder and turn them into permanent items.
- Fixed several Charms so that they now function properly on ghost armies.
